Management of rents: Lyon and Villeurbanne will be able to experience the system
It is now official, Lyon and Villeurbanne will in turn experiment with the management of rents.Emmanuelle Wargon, the minister in charge of housing, makes it the announcement in the columns of Figaro this Friday.The capital of Gaul, its neighbor, but also Bordeaux and Montpellier join Paris and Lille where the system has already been in place since July 2019 and March 2020 respectively.
This green light from the government follows an increase in rents of almost 23% in Lyon since early 2017, says the national daily.It will therefore be up to the prefecture to set a ceiling rent that the owners will not be able to exceed more than 20%.The system should be experienced between the start and mid-2010 without for the moment precise date, over a period of five years.
An announcement followed by the facts since the article was published in the Official Journal.
President EELV of the Metropolis of Lyon, Bruno Bernard, praised "one tool among others that will help us master the cost of rents, in particular small areas".His vice-president of housing, Renaud Payre, expressed his "great satisfaction" for "an essential measure for a metropolis more accessible to all".
Cédric van Styvendael, the mayor's mayor of Villeurbanne, had quickly submitted the idea of making a joint request with Lyon, believing that "supervision is a measure of equity and justice.The accommodation is not a good like the others!It is necessary for protection, intimacy, family life, local rooting.It meets basic needs, but it also represents a fundamental right, of which public authorities must be the guarantors ".
Management of rents was the flagship measure of the Renaud Payre campaign, obviously recovered by the majority formed in the second round of the 2020 metropolitan elections.It was only missing that the green light of the government to launch the experimentation.
"Total median rent for the metropolis calculated by the Local Loyers Observatory (OLL), a partnership organization on the territory, was in 2020 € 11.90/m², and € 12.6 in Lyon and Villeurbanne.Small highest areas can reach € 22.60/m2 of median rent.The rent supervision system will also be accompanied by the rapid implementation of a metropolitan habitat team (EMHA) which will notably be intended to provide information on this experiment and control respect for experimentation.The EMHA will also intervene in favor of the fight against unworthy habitat and compliance with regulations related to furnished tourism.The metropolis will also offer a tool allowing owners and tenants to know their situations and the rent ceiling to be observed concerning their accommodation, "commented the community.
